Welcome to the San Diego County Air Pollution Control District’s Strategic Plan.

This long-term plan provides a clear roadmap for the next four years, outlining how SDAPCD will continue to protect public health and improve air quality across San Diego County. The Strategic Plan carries our vision and mission, sets key goals, and identifies the actions we will take to achieve measurable progress for the communities we serve.

Strategic Plan Objectives

Thank you to everyone who took the time to share your ideas and feedback on our Long-Term Strategic Plan! During the engagement process, common themes emerged and been organized around our key goal objectives. 

  • Reduce ozone in the region to attain federal ozone standards.
  • Reduce fine particulate matter (PM2.5) in the region and demonstrate attainment with federal NAAQS.
  • Expand regional air quality monitoring network.
  • Expand air quality monitoring in Environmental Justice (EJ) communities.
  • Develop mobile monitoring resources for Hydrogen Sulfide (H2S).

  • Evaluate air quality complaint trends and develop solutions to address identified gaps, aiming to improve air quality and enhance public health outcomes.
  • Identify and implement strategies to reduce air toxics emissions and associated health risks from stationary sources regulated by SDAPCD.
  • Seek opportunities to mitigate cumulative air quality impacts in Environmental Justice communities.
  • Expand the portable in-home air monitor and purifier program beyond the Portside community.
  • Coordinate with community based organizations, academia, and public health experts to explore research opportunities to quantify the benefits of in-home air purifiers in improving health outcomes, including in the Tijuana River Valley.
  • Provide incentives directly to communities and residents most impacted by air pollution.
  • Enhance the SDAPCD Incident Response Plan to support a rapid, coordinated, and effective response to air quality emergencies, safeguarding public health and environmental quality.

  • Serve as a resource to our community and government partners in the evaluation and development of projects and policies that prioritize improvements for communities most impacted by air pollution.
  • Continue to integrate environmental justice principles and practices into all SDAPCD operations, policies, procedures.
  • Integrate needs and priorities from environmental justice communities into SDAPCD rule making processes.
  • Establish public agency regional working group to advance environmental justice.
  • Enhance transparency and accessibility of the implementation of strategies under the Community Emission Reduction Plans.

  • Expand SDAPCD’s visibility across San Diego County, increasing transparency and fostering stronger relationships with the community and public partners.
  • Increase communication and partnerships with local government agencies and legislators.
  • Extend the reach of the SDAPCD’s Clean Air for All Achievement Award Program to enhance its visibility and impact.
  • Enhance the dissemination and accessibility of Air Quality Index (AQI) information and provide routine updates on relevant air monitoring data analyses.
  • Enhance mapping tools and datasets to facilitate informed decisionmaking and promote meaningful public engagement.
  • Incorporate available tools to estimate public health and Greenhouse Gas (GHG) co-benefits from incentives and rule development programs.
  • Develop a youth-based air quality education program.
  • Enhance outreach efforts related to the SDAPCD’s complaint program.
  • Ensure community members are meaningfully engaged in shaping SDAPCD decisions that impact air quality, including budget, monitoring, planning, rulemaking, and permitting.
  • Develop relationships with Sovereign Tribal Nations and seek opportunities for partnerships.

  • Evaluate and enhance SDAPCD’s Diversity, Equity, and Inclusion (DEI) program to promote a culture of inclusivity, equitable opportunities, and respect for diversity across all levels of the organization.
  • Enhance employee engagement by continuing to foster a collaborative environment where employees feel involved, informed about operational goals, participate in decision-making, and are aware of upcoming initiatives.
  • Enhance and implement consistent processes and procedures across the organization to ensure efficiency, standardization, and quality in all operations.
  • Secure sustainable long-term funding for programs without an identified funding stream.
  • Evaluate opportunities to enhance website functionality and user experience.
  • Expand online services available to customers, such as online applications and application checklists, payments, and customer records management.
  • Evaluate opportunities to enhance the office workspaces at SDAPCD headquarters by transitioning to modern amenities and renewable energy sources.
  • Maintain and upgrade core IT programs and system infrastructure.
  • Enhance the SDAPCD training program to augment team members’ professional skills, regulatory knowledge, and job performance.
  • Streamline the health risk assessment process required under permitting actions to improve efficiency in evaluating potential health impacts associated with air emissions.

The next step is implementation—turning these priorities into measurable actions over the next four years.

The Development Process

This plan was developed through a collaborative process involving community input, stakeholder engagement, and technical analysis. SDAPCD hosted public workshops, gathered feedback from residents and stakeholders to ensure the plan reflects local needs and regulatory requirements.

Strategic planning is an organizational management activity to set priorities, focus energy and resources, strengthen operations, ensure that employees and other stakeholders are working toward common goals, establish agreement around intended outcomes/results, and assess and adjust the organization's direction in response to a changing environment. It is a disciplined effort that produces fundamental decisions and actions that shape and guide what an organization is, who it serves, what it does, and why it does it, with a focus on the future. Effective strategic planning articulates not only where an organization is going and the actions needed to make progress, but also how it will know if it is successful.

SDAPCD has planned for broad engagement of residents, businesses, community stakeholders, nonprofits and community-based organizations, elected officials, and SDAPCD management and staff. Our hope is to engage as many people in our community as possible and provide the opportunity for all to be involved in the process and provide input.
