Passenger Vehicle Programs
Passenger vehicles and other mobile sources contribute over 70% of the air pollutants in San Diego County. To help achieve regional and local air quality goals, the APCD is developing programs to provide monetary incentives to San Diego residents aimed at reducing emissions from passenger vehicles.
Scrap Car Reimbursement Assistance Program (SCRAP)
The San Diego region program is currently OPEN.
The SCRAP CAR Reimbursement Assistance Program (SCRAP) provides incentive funding to residents in San Diego County to voluntarily retire their 1997 or older vehicles and reduce air pollution. Qualifying applicants will be paid $1,000 per retired vehicle, subject to the funding availability. To find out more or see if your car qualifies, please call 1-800-717-7624.

Clean Cars 4 All
The San Diego region program is currently under development. We expect to start accepting applications in 2021.
The Clean Cars 4 All program will provide incentive funding for qualifying low-income residents of state-designated disadvantaged communities to trade in older passenger cars and trucks and replace them with newer hybrid and electric vehicles or other transportation options.
