The District has primary responsibility for controlling air pollution from non-mobile (stationary) sources in the region.  The stationary source control measures contained in the District's air quality plans are developed into rules through a formal rulemaking process.  The rules set limits on the amount of emissions from various types of sources and establish monitoring, record keeping, and reporting requirements.
