Title V Operating Permit Program

  • The Clean Air Act requires that states or local air districts develop a program to issue federal operating permits to affected facilities.  San Diego County Air Pollution Control District Regulation XIV (Title V Operating Permits) contains the requirements for implementing the Title V permit program.

    The District’s Title V Operating Permit Program requires all major sources of criteria air contaminants, all major sources of hazardous air pollutants, all sources that emit more than 100 tons per year of any regulated air contaminant and certain other specified sources to obtain Title V permits.  Permits are issued pursuant to District Regulation XIV and incorporate state and local District requirements that are contained in existing District permits for these sources.

    Applications for amending an existing Title V permit are provided below.  A General Application form (App116) must accompany supplemental modification forms, or have been previously submitted for the same modification.
