District Equipment Registration Program

This program is available as an alternative to permitting if the equipment can meet specific requirements contained in District's Rule 12 (Registration of Specified Equipment) and Rule 12.1 (Portable Equipment Registration).

Each rule has specific forms to be completed and submitted with appropriate fees to the District.  Equipment eligible for the registration program is identified with a District assigned fee code ending in "W" (Rule 12) or "X" (Rule 12.1).  Fees for this equipment can be found in District Rule 40 - Permits and Other Fees.  Forms are for the District's Equipment Registration Program only.

Registration of Specified Equipment

Rule 12 requires forms to be filled out; a District General Application Form (App116) and the applicable single form titled "Certificate of Compliance and Certificate of Registration".  For emergency standby diesel-fueled engines, select a form based on your diesel particulate matter (PM) exhaust emissions.  If exhaust emissions are unknown or greater than 0.4 grams per brake horsepower-hour (g/BHP-hr), use form 34W/12844.  This will limit the engine to 20 hours per year for maintenance and testing purposes.  If there is documentation that PM exhaust emissions are less than or equal to 0.4 g/BHP-hr, than the engine may be operated up to 30 hours per year for maintenance and testing purposes. Portable Equipment Registration

Rule 12.1 forms consist of two pages.  Page 2 lists requirements or instructions.  Please scroll down and read Page 2 before filling out a form.  Rule 12.1 requires specific forms and may result in up to five forms, including the District General Application Form (App116.


One form from each table is to be filled out, plus 1B, 2A or 2B,  if applicable.  Please note, both forms 2A and 2B are required to be filled out for each portable engine application (34X series).
