Carl Moyer Program

  • The Carl Moyer Memorial Air Quality Standards Program (Moyer Program) is a grant program that funds the incremental cost of cleaner-than-required engines and equipment.  Public or private entities that operate eligible engines and/or equipment in San Diego County can participate by applying directly to the San Diego County Air Pollution Control District (District).  Examples of eligible engines and equipment include heavy-duty on-road and off-road, marine, locomotive, stationary agricultural pumps, forklifts, airport ground support equipment, and heavy-duty auxiliary power units. 

    The Moyer Program provides funds for significant near-term reductions in emissions of oxides of nitrogen (NOX), a smog-forming pollutant, particulate matter (PM) emissions, which are a component of diesel engine exhaust and determined to be a toxic air contaminant and reactive organic gases (ROG).  In the first three years of the Moyer Program funded projects reduced NOX emissions, statewide, by more than 11 tons per day at an average cost-effectiveness of approximately $4,000 per ton of NOX reduced [ARB March 2002].  This cost-effectiveness compares favorably to other air pollution control programs in California.  Project lifetimes range from five to 20 years depending on the type of project.  Thus, the program offers necessary and cost-effective near and long-term emission reduction benefits. 

    The Air Resources Board (ARB) is responsible for developing the guidelines that districts use to implement the program.  The ARB approved the initial set of guidelines for the Moyer Program in February 1999.  Since then the guidelines have been revised twice, with a third revision under way.  Guideline revisions have incorporated technical updates (e.g., reflecting new emission standards, new emissions inventory models, etc) new allocation methodology, an updated cost-effectiveness threshold and legislatively mandated environmental justice requirements. 

    The ARB also develops an allocation of the funding to the districts.  Last year, the district received $4,364,589 and in 2007 has been allocated $4,338,492.  Those funds will be allocated to projects submitted in response to the attached Request for Proposals (RFP).  As a result of AB923, which fixes a specific revenue source to the Moyer Program, allocations to the District are expected to remain relatively stable at the current rate through 2015.  The posted RPF provides all necessary forms and information to apply.  For more detailed information on the current guidelines revisions and other related Moyer Program information, access the ARB’s website at:
