The
San Diego County Air Pollution Control District (APCD) regulates
sources of Volatile Organic Compounds (VOC) and other
pollutants. VOC’s are commonly found in Paints, Solvents and Gasoline products. VOC’s
are compounds that lead to the formation of Ozone, a regulated pollutant.
All Gasoline
dispensing equipment are subject to the California Air Resources
Board (ARB)Health and Safety Code; and District's Rules 61.3, 61.3.1- Transfer of VOCs into Stationary StorageTanks and Rules 61.4, 61.4.1 - Transfer of VOCs into Vehicle Fuel Tanks.

Testing of gasoline
dispensing equipment (gas stations) for compliance with current emission standards and
equipment functioning standards is a requirement of the District's PermitConditions.
Use of the notification and test
result forms are mandatory. Businesses are free to create their
own recordkeeping forms as long as they contain all the
information required by the ARB Executive Order, Rules and/or
Permit conditions (permit attachments).
If you wish to create your own forms,
make sure you carefully review the notification and testing
requirements applicable to your gasoline dispensing equipment
(e.g., balance or vacuum assist system).
