Hearing Board Variance
And Permit Appeal Forms

A person may apply for a variance or permit appeal by submitting the appropriate forms to the Clerk of the Air Pollution Control
District Hearing Board. All forms must be completed and the appropriate fee paid before the variance or appeal hearing will be scheduled.

Forms are in both Adobe Acrobat Portable Document Format (PDF) and Word Interactive Format. The chart below contains links to the required forms for the type of variance or appeal you are applying for.

Note:If you are to be represented by a consultant at the hearing, you must also submit the you must also submit the Agent's Authorization form.

Forms are in both Adobe Acrobat Portable Document Format (PDF) and Word Interactive Format. Download the free Adobe Acrobat Reader version suitable for your system to read and print a PDF document. If you are not able to read Word documents with your current software, click HERE to download the correct Word Viewer for your system. Word Interactive forms can be filled in, saved, and printed from the web site.

Word Interactive protected format means that words on the forms cannot be changed, and blank spaces have a limited amount (20-180) of allowable characters. Scroll to read the forms and tab to fill-in blank spaces and boxes. Use abbreviations if necessary. If you exceed the limit on a blank space you will not be able to complete your entry, but you will be able to tab to the next blank space. If necessary, please include additional information on a separate sheet of paper. Save the completed forms to your hard drive using the "Save as" function. Print and sign the forms and bring or mail the forms with the appropriate fee to the Clerk of the APCD Hearing Board, 1600 Pacific Highway, Room 402, San Diego, California 92101.
