Small Business Assistance Recordkeeping Forms

The San Diego County Air Pollution Control District (APCD) regulates sources of volatile organic compounds (VOC) and other pollutants. VOC's are commonly found in paints, solvents, and other industrial materials. VOC’s are compounds that lead to the formation of ozone, a regulated pollutant. One aspect of this regulation requires recordkeeping. Specifically, District:

Rule 67.3 - Metal Parts and Products Coating Operations;
Rule 67.11 - Wood Products Coating Operations;
Rule 67.12 -
Polyester Resin Operations;
Rule 67.18
- Marine Coating Operations;
Rule 67.20
- Motor Vehicle & Mobile Equipment Refinishing Operations;
and Section 93109 - California Air Resources Board (ARB), Airborne Toxic Control Measure (ATCM) for Emissions of Perchloroethylene from Dry Cleaning Operations - Title 17, California Code of Regulation (CCR) §93109.
Forms have been created to assist regulated sources to comply with the recordkeeping requirements of these rules.  Click Here to see list of forms.

Use of these forms are not mandatory.  Businesses are free to create their own forms as long as they contain all the information required by the rules.  If you wish to create your own forms, make sure you carefully review the rule applicable to your
operation for specific information about VOC standards and record keeping requirements, etc.  Some forms have two pages.  Page 1 is the form and page 2 are the instructions for completing each form.
